American senators are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Consequences of Government Shutdown
The impact on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Plan from Florida Resort
As Saturday's meeting got under way, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is actually better for the consumer," one senator stated.
Another senator commended Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic lawmakers shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by voters and Congress."
Another senator responded to the criticism of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I applaud your support for Medicare for All."
Ongoing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an developing proposal from a small group of moderate Democrats to end the shutdown in exchange for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and extend the payments for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Partisan Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some analysts suggested that the core of such a plan would eliminate the ACA's mandate that carriers cover patients with existing health issues.
After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
